The development of our healthcare system must have two main objectives: first, to make basic healthcare services freely accessible to all and eradicate major endemic diseases; second, to make Haiti a center of excellence in healthcare, at least in certain specialties, so that it becomes a destination for what is called health tourism. In this case, training in biomedical sciences will receive special attention, leaving no room for uncontrolled initiatives that could pose future risks to the profession as well as to the population. The various professional bodies will, in this regard, be involved in monitoring and vigilance structures that will be established. Issues related to health infrastructure and its management will be redefined, taking into account the respective roles of the State, the regions, and the private sector.
A reference hospital, equipped with major specialty services and adequate equipment, will be built in each major city of the country.
In all cases, national health forums will be organized to lay the groundwork for drafting a bill and program related to the organization of the healthcare system and the formalization of the main priorities defined here. Promoting hygiene and sanitation will be among the first public health actions, because Haiti must be made clean.
